Estacada’s Joanna Harbour to run for Clackamas County Commission

Estacada resident Joanna Harbour has officially filed to run for Clackamas County Commission seat No. 3 in the upcoming May 2024 election.

Harbour, a Republican, previously lost against Congressman Earl Blumenauer in the race for Oregon’s 3rd Congressional District in 2022.

She is now set to face incumbent Commissioner Martha Schrader, Amy Nichols and Dana Hindman-Allen for the county commission seat.

According to Harbour’s campaign website, her family moved to Estacada when she was 12 years old. She attended law school at Willamette University College before beginning her own practice in 2004.

Harbour has served on various local committees such as the Downtown and Riverside Advisory Committee for Estacada and the Clackamas County Party.

Among her priorities, Harbour aims to improve the economy, prevent crime and address homelessness. To do so, she is advocating for Clackamas County to leave Metro, lower housing costs and defend constitutional values.

She has also advocated for fully funding law enforcement and implementing ongoing audits to ensure proper department spending.
